Mathematically speaking, binary is base 2, and is used as the basis of modern computing. The notes of the fast vamp on the top line are termed ‘on’ or ‘off’ according to respective binary digits of the numbers 0 to 15.
The first digit represents the note B, the second is G#, the third is E and finally the fourth (the “least significant bit”, which changes most often) is the root note C#.
Using the table, whenever a ‘1’ appears, the corresponding note is played, but is omitted on each instance of ‘0’ . So the 8th semi-quaver in the bar (note that the first note is termed ‘0’) is 0 1 1 1, meaning we play G#, E and C#.
